The bill resulting from the measures of the citizens’ convention for the climate was revealed on Friday, January 8. Entitled the bill “on combating climate change and strengthening resilience in the face of its effects”, it has 65 articles and aims to bring about an acceleration of the ecological transition “unprecedented in the history of France”, while the country has just experienced its hottest year on record in 2020.
The text, of which Le Monde has consulted an almost exhaustive version, must be applied in all aspects of “towards a carbon neutral, more resilient, fairer and more united society”. Despite its stated ambition, it marks a decline compared to the measures of the 150 “conventional”, in particular on the most structuring axes of their report submitted in June 2020 and aimed at reducing by 40% the greenhouse gas emissions of here in 2030 in a spirit of social justice.
The bill will be presented to the Council of Ministers on February 10, before being debated in Parliament under the fast-track procedure (one reading per chamber) from end of March.
