The release is based on Ubuntu 16.04 (the OTA-3 build was based on Ubuntu 15.04, and since OTA-4 we have migrated to Ubuntu 16.04). The expected transition from Qt 5.9 to 5.12 in this release has been postponed to OTA-16, after which work will begin to upgrade to Ubuntu 20.04 components. Starting with the OTA-16 release, support will also be discontinued for the outdated Oxide web engine (based on QtQuick WebView, has not been updated since 2017), which has long been replaced by an engine based on QtWebEngine, to which all basic Ubuntu Touch applications have been transferred.

- Continued work to improve support for devices (driver porting and bug fixes) shipped with Android 9. Kernel settings have been changed to improve sound quality.
