Head of the Office of the President of Ukraine Andriy Yermak spoke about three steps that the government plans to take to get out of the constitutional crisis in the country. He wrote about this on his page at Facebook .
The plan presupposes, first of all, the restoration of criminal liability for deliberate failure to provide declarations by officials or the provision of false information. President of Ukraine Volodymyr Zelenskyy believes that criminal liability for this should be quite severe.
In addition, the authorities are going to restore the powers of the National Agency for the Prevention of Corruption (NAPC) related to the monitoring of electronic declaration. Yermak also believes that it is necessary to resolve the issue of creating the National Anti-Corruption Bureau of Ukraine (NABU), to provide guarantees for the activities of its director.
“To carry out these steps, all authorities must act in a coordinated and effective manner. Government representatives, people’s deputies, together with the expert environment, must promptly finalize the relevant legislative initiatives, and the Verkhovna Rada must adopt them as soon as possible,” Yermak said. p >
On the eve, on November 27, Zelensky submitted a bill to the Verkhovna Rada, which they want to restore responsibility for inaccurate declaration.
Earlier Zelensky appealed to his Servant of the People party with a request to support his bill on the dissolution of the Constitutional Court and the cancellation of its decisions to block part of the anti-corruption legislation. According to the president, if you do not “reboot the entire system”, “bloody chaos” will begin in the country.
On October 27, the Constitutional Court of Ukraine blocked the electronic declaration of income of officials, and also deprived the NAPK of key powers. By a separate decision, the judge declared illegal the decree on the appointment of the director of NABU Artem Sytnik and called a number of provisions of the legislation concerning the activities of the body unconstitutional. Zelensky did not recognize these decisions, and a constitutional crisis began in Ukraine.
