Putin supported initiative of criminal punishment for use of ducking databases

Vladimir Putin supported the idea of introducing criminal liability for the illegal turnover of personal data – in particular, for the use of long databases.

member of the HRC, the head of the National Anti -Corruption Committee, Kirill Kabanov, called for introducing into the legislation the concept of “illegal turnover of personal data” by analogy with the concept of illegal trafficking in drugs.

Kabanov recalled the major leaks of these customers of the Yandex.Deas and Hemesta, which occurred this year. According to him, such leaks can “lead to absolutely specific negative consequences.”

“Those who use these data should know and understand that they use stolen data. That’s right, because even stolen property is a bona fide acquirer, after all, he does not know that they are buying stolen goods. By analogy, the same thing here is the same “, – answered Putin.

In addition to the proposal to introduce criminal liability for the use of ducking databases, Putin also agreed with Kabanov’s proposal to introduce working fines for companies that allowed leakage. The President promised to give relevant instructions of the Ministry of Internal Affairs. It is important that such prohibitions and regulation do not interfere with the development of technologies necessary for the country, the president added.
