Prisons controller recommends “suspending incarcerations” at Bois-d’Arcy remand center

The Bois-d’Arcy remand center (Yvelines) is simply “overcrowded”, according to the general controller of places of deprivation of freedom (CGLPL). In emergency recommendations published Friday December 16 in the Official Journal, Dominique Simmonot thus recommends “suspending incarcerations”.

The latter explains that it has noted on the spot in mid-September of “unworthy conditions of detention”, in particular an occupancy rate of 165 % and a “general disorganization of detention”, which did not allow “to guarantee or the Safety of people imprisoned nor that of people who work at the penitentiary center “.

In this rare recommendation, the prisons controller therefore considers “necessary” to “suspend incarcerations until a general inspection of justice confirms that the security of prisoners is assured (…), and that [the ] Working conditions [of the supervisors] allow them to ensure all of their missions “.

The Bois-d’Arcy remand center counted at the time of control 867 prisoners for 530 theoretical places. “466 detainees are accommodated for two in individual cells, 201 detainees are hosted at three, still in individual cells”, according to the CGLPL.

In response to this control, the Minister of Justice, Eric Dupond-Moretti, had sent M me simmonot several “observations” in a letter dated November 30, where he qualified overcrowding prison in Bois-d’Arcy “worrying”.

Pictures of the CGLPL consulted by the France-Presse agency show “heating” devices installed in cells, tinkered with cans and handkerchiefs soaked in oil.

An electrical renovation operation, “currently in the work phase” and which is to be completed in 2024, “will respond to all of these recommendations”, according to Mr. Dupond-Moretti.
