Dupond-Moretti tries to appease concerns of staff of Bobigny court

A week ago, the President and the Public Prosecutor of the Court had written an “alert note” highlighting the “despair” of the teams of the jurisdiction.

Play the lull. A week after the publication of an “alert note” written by Peimane Ghaleh-Marzban, president of the Bobigny court, and Eric Mathais, public prosecutor, Eric Dupond-Moretti, Minister of Justice, came on Thursday December 15, “Dialogue” with all the staff of the second jurisdiction in France.

In their text of several pages, the two magistrates drew the alarm signal on the moral state of their troops and the material conditions in which their profession exercise. Wanting to be the spokespersons of magistrates and clerks, they put forward a collective “despair” and asked for the “emergency mobilization of the Ministry of Justice”. The main points raised in the missive were the difficulty of implementing certain reforms without additional human resources, as well as the Olympic Games (OJ) of 2024, which put this court under pressure: it must process the files “in stock” and declares in the impossibility of “absorbing an increase in the criminal justice of emergency”, while “public action is intensifying already” in connection with the preparation of the games.

For Thursday’s meeting – “an unprecedented exercise” according to the Chancellery – Eric Dupond -Moretti came accompanied by its chief of staff, Jean -Denis Combrexelle; by Laureline Peyrefitte, assistant director; and Paul Huber, the director of judicial services. Were also present at the MM. Ghaleh-Marzban and Mathais, Jacques Boulard, first president of the Paris Court of Appeal and Rémy Heitz, Attorney General.

“There is a gap between our requests and his responses”

The room, filled, was not acquired at the former criminal lawyer, far from it. If the applause was nourished for Peimane Ghaleh-Marzban, several people passed from the start of the Minister’s speech. “Our goal is to improve justice, this is a goal that we have in common,” wanted to reassure Mr. Dupond-Moretti. The Keeper of the Seals then said on several occasions that many means were devoted to justice, recalling the hires of the previous five -year term (700 magistrates, 850 clerks, 2,000 contract workers) and those to come (1,500 magistrates and 1,500 clerks ‘here at 2027), as well as the three successive increases in the justice budget.

He asked for “patience” in the assembly, explaining that recruitments could not arrive faster, taking into account, in particular, training time. Eric Dupond-Moretti also recalled that there would be an effort on digital, more mediation, a team around the magistrate in civil matters, a simplification of criminal or civil procedures. But he has not detailed the lines of work on certain points, such as the Olympic Games, leaving the audience on his hunger.
