The government has decided to postpone the measure from the antigaspillage law and circular economy voted in 2020, which plans to put an end to the printing of the receipt after a commercial transaction, unless explicit request client. Scheduled in France from 1 er January 2023, the end of the systematic printing of cash receipts will finally come into force on 1 er April, according to a decree of Application published Thursday December 15 in the Official Journal.

“The context explains this decision,” said Olivia Grégoire’s cabinet, Minister Delegate in particular to small and medium -sized enterprises (SMEs) and trade, evoking “the ascents of distributors as consumer associations indicating that the ticket of cash remains for many French people an important element of verification of the prices of the products purchased, faced with inflation “.

Another important element for merchants: they “did not know the precise provisions of the procedures for handing over the ticket” for lack of publication of the implementing decree, only intervened this Thursday, underlined the firm of M Me Grégoire. Waiting for April ensures “a time long enough for them to adapt,” it was said.

Reduce the production of waste

This measure aims to reduce the production of waste. Each year, nearly 30 billion invoices are printed. Most finish in the trash while their small size makes them “difficult to collect and recycle”, according to the office of the Minister Delegate. But since the voting of the antigaspillage law, high inflation, especially on prices in large areas, has made consultation of the cash receipt by consumers more frequent. It allows them to “follow their daily expenses”, as many consumer associations recalled in April.

ADEIC, AFOC, ALLDC, CNAFAL, CNAFC, CSF, Families of France, FNAUT, Rural families, Indecosa-CGT, UFC-Que Choisir and UNAF, ie Twelve of the fifteen associations member of the joint advisory body that is the National Consumer Council, had then published a rare common press release to claim that printing of the receipt is “systematically proposed” to the consumer.

“We don’t come back” at the end of the systematic printing of the receipt, “the measure remains important to accelerate the ecological transition”, we answer to the cabinet of Olivia Grégoire. The fact of shifting the entry into force of the measure will allow “communicating that the consumer will be able to obtain his receipt if he wishes” and if he requests the merchant. It will be important in particular in case of doubt about the final addition, or in the event of an exchange of a gift for example.
