A group of deputies introduced a bill to the State Duma, which provides for the introduction of a ban for state information systems for the use of hosting providers, which are not included in the list approved by the Government of the Russian Federation. The text of the document is posted in the Duma electronic database on Tuesday.
The draft law provides for the ban for operators of state, municipal information systems, information systems of state and municipal unitary enterprises, state and municipal institutions, other budgetary organizations for the use of hosting services provided by hosting providers, not included in the list approved by the Government of the Russian Federation.
As noted in the explanatory note, the placement of domestic information resources “on foreign sites creates risks associated with the possibility of violation of the work of state bodies and budgetary organizations by unfriendly states.” The authors believe that the presence of competitive Russian providers of the hosting in the market allows you to introduce restrictions on foreign suppliers.
, as an example of a solution to the problem, the authors of the bill propose to post information resources of state authorities and budget organizations on domestic digital platforms, such as Gosoblako and Gostokh.
The bill was prepared by the chairman of the State Duma Committee on Security and Combating Corruption Vasily Piskarev and his deputies for the committee Ernest Valeev and Anatoly Elected. If the document is adopted, he will enter into force a year after publication. This time is necessary to prepare the criteria and the procedure for including providers in the government list.
