Five months after having announced it, the government tabled, Monday, December 19, its bill on immigration to the Council of State, an advisory procedure prior to the deposit of the text in the Council of Ministers, in January, before its Examination in Parliament.
This text, entitled “To control immigration, improve integration” and which MO12345lemonde consulted, is available in twenty-five articles. It is a question, in particular, of conditioning the granting of multi -year residence permits to the mastery of a certain level of French; to create a residence permit “Trades in tension” accessible to undocumented workers; to strengthen the “double penalty” by raising certain protections to the distance against foreigners delinquents; to be able to withdraw a residence permit to a foreigner “in the event of rejection of the principles of the Republic”; to reform the asylum application procedure to shorten instruction times or to simplify the litigation of foreigners.
This text resulted at the end of a consultation procedure carried out by the government and in particular after two debate sessions organized on December 6 and 13 in the National Assembly and in the Senate. An exercise that allowed the executive to take the temperature within the opposition and to start to amend his copy to try to find a parliamentary majority on this thirtieth immigration law since 1980.
It was therefore in the columns of Figaro of December 21 that Gérald Darmanin and Olivier Dussopt, the ministers of the interior and work, decided to defend their milling. “All that the LR [the Les Républicains Party] have always asked for immigration, we offer it,” said the first during this cross interview. If the minister assumes to seek the support of the right, he does not yet seem to be acquired.
