The government is discussing the possibility of prohibiting the import of Dell, HP, HPE, Acer, MSI and other foreign manufacturers into Russia. Such an initiative was put forward by the domestic vendor ICL, writes Kommersant

According to the publication, in terms of the ban on parallel imports, we are talking primarily about consumer electronics, that is, personal computers, monoblocks, laptops.
ICL also offers to enter a utilization fee for imported computing equipment in the amount of 20% of the cost with the simultaneous issuance of subsidies to Russian manufacturers of electronics (according to the analogues of the existing utilsbor for cars).
In particular, we are talking about issuing preferential loans for the purchase of domestic equipment by distributors for its further implementation, as well as the launch of the cashback program for the same 20% for citizens who are ready to purchase Russian consumer electronics in retail.
As noted, retailers and officials support the idea of launching the cashback program, but oppose restriction of parallel imports, warning about the risks of reducing the assortment and the growth of illegal deliveries.
The Ministry of Industry and Trade reported that they did not see the need to exclude foreign brands from parallel imports. The mincifers emphasized that an increase in demand for Russian products should be achieved “at the expense of competitive solutions, and not a ban on imports.”
The head of the Russian Association of Trade Companies and Productors of Electric and Computer Technology (RATEK) Anton Guskov called the introduction of utilsbor and restriction of parallel imports inappropriate. Import restrictions will increase the volume of products entering Russia illegally, said the representative of M. Video-Eldorado.
