Social accession to property: rise of real solidarity lease

Five years after the marketing of first new housing units, this system consisting in dissociating the land from the building to reduce the purchase price is a real success.

Inspired by a system born sixty years ago during the Civil Rights Movement in the United States, and created in France by law for access to housing and renovated town planning (Alur) of 2016 , the real solidarity lease consists in dissociating the land from the building, in order to reduce the purchase prices. Daniel Henry signed a 99 -year -old lease with the solidarity land organization (OFS) owner of the land, and pays him a monthly royalty, set here at 1.48 euros per square meter. The BRS also benefiting from a VAT rate reduced to 5.5 %, the retiree bought his apartment 30 % cheaper than market prices.

These advantages are subject to several conditions: the buyer undertakes to make accommodation his main residence; He must have modest income (for the apartment of Daniel Henry, located in zone A – very tense – and having three occupants, they cannot exceed 53,440 euros per year), and he cannot bequeath or resell that to a person whose income is also below ceilings.

The resale must be carried out without added value: the purchase price can only be increased by the construction price index or rents, and part of the possible work carried out. With the guarantee of a takeover by the OFS if no buyer was found.
