For two months, the agents of the Quai d’Orsay and the partners of this ministry are invited to participate in States General of Diplomacy , launched by Minister Catherine Colonna at the request of the President of the Republic.
This great debate which will end early 2023 is organized around three themes to which each is invited to freely contribute. Given the evolution of the world and Europe, what diplomacy, what diplomats does France need? In short, it is a question of questioning the evolution of the profession, as evoked by the President of the Republic in his Last speech to ambassadors and ambassadors.

How to develop, in the context of the reform of the high public service, the organization of recruitment, training, evaluation, the course of the careers of all categories of agents of this ministry? “Enrich the reform,” said the head of state in this same intervention. Finally, what must be done for the ministry to fully and effectively occupy the place of “leader” of the international action of the State assigned to it by the president?
To answer these questions, the discussion was organized by an independent team around a palette of questionnaires, workshops, hearings, written contributions, field visits, meetings and debates that will beat their full until mid- January.
Ministry agents, all grades and statutes, parliamentarians, territorial elected officials, French from abroad, unions, associations, companies, other civil servants, cultural personalities, specialists in international things, foreign colleagues: it’s a harvest rich which will allow a complete, filter and impartial observation and, on this basis, concrete proposals, accompanied by a powerful monitoring mechanism.
Why was this great debate decided? Because the ministry could no longer have a paradox that was starting to threaten our diplomacy. From a generation, the European and the international have penetrate all the dimensions of our lives to the point that no public policy can be built without referring to it. And for a few years, the international crises that have followed one another have fossed a form of anxiety about the future of the world and France.
At the same time, diplomatic function takes on an increasing magnitude in the agenda of the high authorities of the State, whether it be war and peace, climate change, the future of Europe , migration or health. And yet, this ministry is the only one that has seen its budgets for thirty years, excluding public development aid, and its workforce melt by almost a third party.
