A young woman had been sprayed with acid by her former companion, in 2018, when she had filed seven complaints against him and that he had prohibited from contacting her.

On June 12, 2018, while she was looking for her children at the school near the Stade-Velodrome in Marseille, Cathy (her first name was changed) is sprayed with acid by her companion, Karim Bouembassa. He spreads her arms with which she tries to protect her face. He wants to disfigure her, he has been talking about burning her for weeks, preventing another man from raising her eyes. Four years later, the Paris court recognized, on November 16, the gross negligence and “the incapacity of the public service of justice to fulfill [its] mission, which made [Cathy] lose a chance not to undergo this attack “. The state judicial officer was ordered to pay him 10,000 euros for damages.
These extreme violence, which will be worth to Karim Bouembassa to be sentenced, in June 2020, to fifteen years in prison with a period of security of ten years, were, in fact, played before the eyes of justice which did not know how to bring the necessary answers. When he attacks the young woman, Karim Bouembassa is under a suspension with testing and two judicial controls, three measures prohibiting him with any contact with his ex-partner, and which even require him to live in Parisian region. The Marseille prosecutor’s office clearly identified the risk since, in March 2018, a grave danger telephone is assigned to Cathy.
And yet, in the weeks preceding the drama, nothing is done to interrupt Karim Bouembassa in his mad race for violence. In four months, from March to June 2018, Cathy will file seven complaints for violence, death threats, the dissemination of intimate images on social networks, the placement of a geolocation beacon under his vehicle …
“feeling of impunity”
In December 2017, Karim Bouembassa was sentenced to eighteen months suspended prison with a test and a ban on appearing near the home of his ex-partner. But he continues his harassment. One day, he climbed the balcony, lights a fryer, threatening to scald him. Another day, he calls Cathy and tells him that he will throw the youngest of their children out of the window. On March 22, 2018, an investigating judge was seized for new violence with a knife. Despite requisitions of deposit mandate, the liberty and detention judge prefers judicial control with a ban on going to Marseille.
In fact, Karim Bouembassa will never leave the Marseille city. On June 5, he did not go to the summons of the investigating judge, who intended to revoke his judicial control and issued, on June 8, an arrest warrant, registered in the file three days later. This same June 8, a magistrate of the prosecution, but not the one who requested two days earlier a warrant of deposit with the investigating judge, lifts an police custody of Karim Bouembassa after his arrest before the home of Cathy. On the same day, another parquetier notifies a summons to him to be judged in January 2019 following the last complaints of Cathy, and he chooses, again, a judicial control.
