From one 49.3 to another, the executive now favors the expeditious path. Only three hours after the start of the second reading exam of the social security financing bill (PLFSS), Monday, November 21, the Prime Minister, Elisabeth Borne, went up to the gallery of the National Assembly shortly before 20 hours to trigger the fifth appeal in article 49, paragraph 3, of the Constitution – which allows the adoption of a text without vote. Faced with a little full hemicycle, the Matignon tenant engaged the responsibility of her government on the recipe part of the “security” budget by accusing the oppositions of wanting to slow down the debates, with more than 700 amendments deposited on the text – against 3 200 at first reading.

“The government has the DNA a form of authoritarianism”

“We cannot perpetually replay debates that have been decided,” she said to the applause of deputies of the presidential coalition, believing that “this would threaten the schedule for the text examination and the constitutional deadlines that we must respect “. If the constitution constrains the Parliament on the PLFSS exam within fifty days, the deadline was not fixed until Saturday December 3 at midnight, leaving in theory for several days of discussions to the deputies. p>

After leaving the hemicycle to express their dissatisfaction, as they got into the habit, the “rebellious” deputies, through the voice of their leader, Mathilde Panot, denounced “yet another forceful passage” . “It is the fifth 49.3 in a month, which proves that the government has the DNA a form of authoritarianism,” attacked the deputy of Val-de-Marne. As if to protect criticisms on the content of this budget, the Minister of Health, François Braun, announced from the start of the session an envelope of 543 million euros intended for hospitals for 2022 due to the “additional costs linked to Covid “.

But in a health context marked by an epidemic of bronchiolitis “at a very high level” which leads to emergency passages and hospitalizations at record levels “for more than ten years” according to Public Health France, this gesture announced by François Braun is far from satisfying the oppositions. “This new version of the PLFSS, with its additional millions, especially for the hospital but only for [2022], continues not to be up to the threat of the collapse of the public hospital,” said Tance the socialist deputy for Essonne, Jérôme Guedj. Although they have announced this summer their desire not to support the government’s text, the oppositions claimed time to debate the budget of the “security”, the last part of which should be discussed after a possible censure motion.
