The National Association of the Stock Market Participants (Nauphor) asked the Central Bank and the Federal Service for Technical and Export Control (FSTEC) not to include their information protection and security systems in the list of critical infrastructure facilities. The corresponding letter on behalf of the association is sent to regulators, the statements write.
In the spring, the President of Russia with his decree indicated the need to strengthen information security. By 2025, all CII subjects should abandon data protection programs from unfriendly or affiliated countries. To fulfill the May decree of Vladimir Putin, brokers will have to convert their protection systems.
According to associations, such a re -equipment will cost the amount that is incomparable with income of brokers.
In addition, the government can introduce an additional criterion for KII objects – “economic significance”. Such a criterion establishes the minimum tax deductions for inclusion in the CIA. As a result, the number of companies related to critical infrastructure facilities will grow. The Nauphor believes that this will lead to the appearance of additional costs for brokers. There are risks that the cost of organizing protection measures will exceed the values of possible damage or economic efficiency of subjects.
Now the financial sector organizations should go on a short time to Russian protective equipment and implement domestic programs and equipment. Such restrictions will negatively affect the entire financial market, according to associations.
In their letter, participants in the association ask to postpone the introduction of measures.
