The Senate, dominated by the right-wing opposition, opposed on the night of Monday 7 to Tuesday, November 8, to the project to transfer the collection of contributions from the Agirc-Arrco supplementary pension plan to URSSAF, which ensures social security cash.

The reform, voted at the end of 2019, was to enter into force in early 2023, despite the unanimous opposition of the social partners, from the CGT to MEDEF. The government intended to repel this one -year deadline in favor of the project of the security budget, examined since Monday at first reading by the senators.

The upper room has canceled the transfer by adopting by 302 votes to 28 (including the RDPI, majority Renaissance) a series of amendments from the right as from the left of the hemicycle.

87 billion euros in revenue this year

Co-managed by unions and employers, the complementary pension plan for managers and employees of the Privé Agirc-Arrco serves a service for some 13 million people. Its resources come mainly from contributions sitting on the payroll.

The managers of the Agirc-Arrco regime had denounced in early October a risk of “capturing” their revenue (more than 87 billion euros this year) by the Sociét. A fear also relayed by Marylise Léon, number two of the CFDT, who wonders if the state does not have “the temptation to use the reserves of Agirc-Arrco”, and by the president of Medef, Geoffroy Roux de Bézieux.
