Xi Jinping obtains full powers to confront West

The Chinese leader intends to rearm the country on all levels against the United States “hegemonic”.

At the age when his predecessors wisely retired, Xi Jinping obtained from 20 e Congress of the Chinese Communist Party (PCC), which ended on Saturday October 22, unprecedented powers . After the death of Mao and the massacre of students Place Tiananmen, in June 1989, Deng Xiaoping had tried to rebuild the party’s legitimacy on two pillars: the enrichment of the population thanks to the development of the private sector and the establishment of rules of Succession within a management team which, moreover, took into account the various existing factions. By putting an end to the limit of the two presidential mandates, by multiplying the exceptions to the retirement rule at 68 years old and by strengthening the role of the party within the private sector, Xi Jinping takes the opposite of this strategy. Never has a secretary general of the PCC has had a management team as homogeneous as Xi Jinping, at the dawn of this third five -year term.

Putting the two “moderate” from the permanent committee of the political bureau, only 67 years old, the Prime Minister, Li Keqiang, and the president of the Chinese people’s advisory committee, Wang Yang, and taking advantage of the departure of two Other older members, Xi Jinping, 69, was able to keep two faithful with him: Zhao Leji, feared head of discipline, and Wang Huning, the intellectual who, for thirty years, theizes the American decline. Above all, he was able to raise four relatives: Li XI, Party secretary in Guangdong, Cai Qi, Party secretary in Beijing, Ding Xuexiang who is his right arm both to the Presidency of the Republic and in the Party leadership and Especially Li Qiang, the party secretary in Shanghai.

For many Chinese, the Catastrophic COVID-19 management and the two months of confinement imposed on 25 million Shanghaians should have put an end to the political ambitions of Li Qiang. But, either because Xi appreciated his firmness, or because the loyalty of Li towards him prevails, the Chinese leader not only brought him up to Beijing but appointed him number two in the party’s hierarchy. Li qiang will most likely be the future Prime Minister.

Xinping So now has full powers. “The party directs everything, and Xi directs the party,” summarizes the researcher Chloé Froissart in the next issue of the Revue Esprit (November 2022), titled “China: totalitarian tension”. The humiliating eviction in the middle of the congress on Saturday, of former president Hu Jintao by two men who forced him to leave the official gallery and to leave the room under the eyes of the cameras of the whole world – with the notorious exception Chinese cameras – is a clear warning. No one can oppose XI. Hu Jintao’s ideas in favor of “intraparti democracy” no longer have their place in the “new era”.
