The Ministry of Digital Development, Communications, and Mass Communications (Mincifers) has developed a sightseeing map to showcase domestic IT products and identify those that need to be replaced. The review, known as the IT-Landscape, will be presented by Deputy Prime Minister Dmitry Chernyshenko in the coming months, according to a source from the Minzifra quoted by the Vedomosti newspaper.
It is expected that the review will be officially approved by September 2023 and will serve as the foundation for making informed decisions.
The Ministry of Construction confirmed the development of the document, stating that it is “the final result without a specific timeline.” The Ministry emphasized the importance of the IT-Landscape in assessing the needs of various sectors of the economy and creating a list of projects that can apply for support, such as grants, preferential loans, or systemically significant project status. The Ministry emphasized that compliance with the landscape project is a prerequisite for receiving support and stated that the document is currently in the clarification stage.
Both Russian IT companies and large enterprises from different sectors of the economy have participated in creating the review. Key customers, including “Reeks” and “Severstal,” were among the contributors, according to the newspaper.
The document was developed with the involvement of industrial competencies (ICC) and competencies for the development of Russian common-system and applied software (Central Criminal Procedure), which were established in 2022 under the direction of Prime Minister Mikhail Mishustin, according to a source from the Ministry of Construction.
Customers expressed their need for replacing 670 imported goods, which are not individual products but rather operations that use foreign solutions for their execution, according to the department. In response, IT companies proposed a list of 2180 domestic products that can fulfill these operations. However, only 196 decisions from this list corresponded to Western counterparts by more than 70%, while 1423 solutions corresponded by 40-70% and 561 solutions corresponded by less than 40%. Additionally, 41 foreign solutions necessary for business have no Russian equivalents, such as solutions for indexing and marking audio and video streams or platforms for creating metavselnaya.
The new IT-Landscape, according to a source from Mincifers, includes the mentioned solutions along with additional ones. The document incorporates a total of twice the number of decisions compared to the list presented in roadmaps, according to the source.
