The Ministry of Digital Development has proposed a new initiative to ensure equal access to telecom operators to the infrastructure of related industries. This will allow communication equipment to be placed within the construction and modernization projects of roads, railways, pipelines, and electric power networks. The aim is to reduce the payback period of investment and lower operating expenses for companies involved.
In addition, the Ministry’s project for the development strategy of the communication sector until 2035 includes simplified access for communication operators to information about existing and planned linear infrastructure facilities. This will cover power supply, transport networks, gas supply, and telecommunication networks. The proposal includes the creation of a special information resource to provide this access.
Preferential tariffs are also being suggested for certain categories of objects for operators of communication, as well as restrictions on the maximum level of tariffs for technological connection to power supply facilities. The project also considers granting data control operators preferential access to electric networks and preferential tariffs for electricity consumed. The cost of electricity is a significant factor in the economy of data centers, making access to profitable tariffs essential.
Other measures outlined in the project include preferential tariffs for the placement of communication funds at state and municipal property, as well as free accommodation of communication networks and access for operators in apartment buildings. These measures are aimed at reducing costs for communication operators and data processing centers for infrastructure deployment.
The Ministry of Digital Development announced that the Strategy project will be open to public discussion until mid-September. Following this, the document will be submitted to the government for consideration.
