The Russian government has acknowledged the potential security risks associated with the use of virtual mobile (Def) numbers in communications and the internet. As a result, a decision has been made to block such services starting from September 1, 2024. These changes will impact the centralized management of the public network.
This new bill will take effect on September 1, 2024. The resolution includes an addition to the list of threats in this domain, specifically addressing the issue of providing access to online resources and messaging platforms without proper user identification.
Currently, individuals are required to provide a valid phone number for user identification when creating accounts on social networks and instant messaging apps like Telegram. However, scammers frequently take advantage of virtual Def numbers, which can be rented from foreign operators without any connection to personal data. These temporary numbers enable perpetrators to establish anonymous accounts for spreading illegal information and conducting fraudulent activities.
In March, Roskomnadzor proposed the use of providers’ equipment to combat anonymity. These measures are aimed at addressing the misuse of virtual numbers and safeguarding the security of communication and internet services in Russia.
