Experts in the field of information technology, aged below 36, can now benefit from a preferential mortgage without considering the minimum wage level. This decree was recently signed by Government Chairman Mikhail Mishustin.
Prior to this, individuals aspiring to participate in this program had to meet certain monthly income requirements. In cities with a population of one million or more, the minimum monthly income was set at 120,000 rubles, while in other regions it was at least 70,000 rubles. For those working in Moscow, the established minimum income was 150,000 rubles.
The preferential mortgage program for IT professionals was introduced in May 2022 with an annual interest rate capped at 5%. The maximum loan amount available was 18 million rubles for residents of large cities and 9 million rubles for residents of smaller settlements. It required an initial contribution of 15%.
In August 2022, the department put forward several measures to ease the conditions of the program, proposing a reduction in the interest rate to 3% as well as revising the age and salary criteria. In January 2023, these proposals were approved, except for the change in the interest rate. In April, the ministry suggested removing the salary qualification from the mortgage requirements.
