Daily transport: Matignon bets on “new railway situation” at 100 billion euros

The costing is major and its object, clearly identified, but its contours and its funding still have to be defined. The Prime Minister, Elisabeth Borne, was to announce, Friday, February 24, a plan of 100 billion euros by 2040 concentrated essentially on proximity rail transport. An initiative intended to give content to the government’s desire to promote ecological planning. A means, too, to promote, in the same approach, defense of the environment and the development of public transport, in particular in large agglomerations.

M me terminal, which was Minister of Transport, then Minister of Ecological Transition after having directed the RATP, took advantage of the delivery of the conclusions of a report by the Orientation Board Infrastructure (COI) to lift the veil on a “new railway situation”, according to the entourage of the Prime Minister. Chaired by the deputy David Valence (related Renaissance), this advisory body which brings together experts and elected officials of the majority as well as the opposition has drawn up several hypotheses around a strong increase in investments, more particularly for the benefit of so -called daily transport.

The selected scenario recommends increasing the planned budgets, inherited in particular from the Mobility Orientation Act (LOM), adopted in 2019, in a political and economic context very different from that which prevails today .

Overall, the expenses envisaged by the Co would reach 84.3 billion euros over the period 2023-2027. It would be a question of including the investments deemed “the most relevant to facilitate the modal postponement” from the road to public transport and to promote decarbonation. Local authorities as well as operators will also be asked.

The CEO of the SNCF, Jean-Pierre Farandou, had mentioned in recent months the idea of ​​an envelope of 100 billion euros which he envisaged over fifteen years in order to double the contribution of the train, ecologically more virtuous , at urban mobility.

The most advanced programming focuses on the creation of RER metropolitan networks, a proposal highlighted at the end of November by Emmanuel Macron who, taking the government off guard, had the promoter. These networks must make it possible to organize rapid and massive transport flows, likely to tighten links with the eccentric suburbs in large agglomerations such as Bordeaux, Toulouse, Marseille, Lille or Rennes.
