Teachers’ wage revaluation: Pap Ndiaye makes gesture, but tension remains lively with unions

The Minister of National Education granted a gesture on Wednesday in favor of teachers at the end of their careers. But the “pact” also proposed, which asks volunteers new tasks in return for an increase, crystallizes criticism.

While the Minister of National Education, Pap Ndiaye, was to restore confidence with traded teachers under the era of his predecessor, Jean-Michel Blanquer, it is today the distrust that reigns on the site Lighthouse of the wage revaluation of teachers. A new consultation meeting on Wednesday, February 15, failed to lower the tension, despite a gesture in favor of teachers at the end of their careers, which consider themselves injured since the start of the negotiations.

Since the re -election of Emmanuel Macron and the appointment of Mr. Ndiaye, the rue de Grenelle works on a revaluation – subject to consultation until mid -March – in two stages: a part without compensation, called “base “, and a part for volunteer teachers ready to accept new missions, called” pact “.

On the 2023 budget, 635 million euros are devoted to unconditional increases from September 2023 – 1.9 billion in full year -, and 300 million euros in the pact for this year. Important sums, deemed “historical” by Bercy and the executive, but insufficient by certain unions such as the FSU, with regard to the dropout compared to the other OECD countries. As for their ventilation, it does not satisfy the teaching community in the state.

How did we get to this tension? Over the months, the communication hiccups have been chained. On the unconditional component, the 10 % increase promised by the Head of State became “10 % on average” and, in the first working documents transmitted to unions, percentages of rise – from 23 % to 3 % According to seniority – integrate those already initiated since 2020. Purgiversations that stir up skepticism, even the anger of the teachers. “The challenges of political and media communication do not agree with the smooth running of social dialogue”, regrets Catherine Nave-Bekhti, one of the managers of the Sgen-Cfdt.

According to the scenarios circulating, each teacher tries to do his calculations. An titular teacher will start at 2,000 euros net per month, in accordance with the promise of Emmanuel Macron. After ten years of career, he will be able to hope to reach 2,300 euros net against around 2,000 today and after twenty-five years, 2,700 euros net against around 2,650 today, with possibilities of promotion to the rank enlarged superior.

While the Ministry of National Education assumes this priority given to beginner teachers, the most stalling compared to other countries, the revaluation of teachers in the environment and end of their careers has become an issue. These experienced teachers “have seen the Grenelle de l’Éducation pass since 2020 and the implementation of premiums without benefiting,” explains Ms. Nave-Bekhti. Not to mention inflation, which is rushing the advances. “What could be acceptable two years ago is no longer,” says Stéphane Crochet, secretary general of the SE-UNSA.
