The head of the Duma Committee on Inform Policy, Alexander Khinshtein, said that hackers acting in the interests of the Russian side should be exempted from liability after a meeting on cybersecurity in Russia.
“We are talking about the whole to work out exemption from liability for those who act in the interests of the Russian Federation in the field of computer information both in our country and beyond,” he said.
According to the parliamentarian, we should consider the possibility of establishing legislative guarantees for hackers working in the interests of the state. According to Khinshein – “I, for example, is firmly convinced that it is necessary to use any resources for an effective struggle with the enemy. If such centers attack us today, then Russia should have the opportunity for an adequate answer.”
Currently, for the manufacture, use and distribution of harmful computer programs, it is criminally punished by deprivation of liberty for up to 7 years (Article 273 of the Criminal Code of the Russian Federation).
