Co -ownership charges: towards strong increase in 2023

Heating, electricity, elevator … The maintenance costs will increase in a sensitive way, after years of already significant increases.

The year 2023 promises to be difficult for co -owners. “For the moment, we do not yet know exactly what will be the extent of the increase in charges, because we are preparing the budgets that the co -owners will vote in 2023, depending on the expenses made in 2022, but it must prepare for a significant increase, “warns Olivier Safar, president of the condominium trustee Gérard Safar.

The co -ownership charges are used to assume the cost of the current maintenance of a building, whether it is the cleaning of the common areas, the exit of the garbage cans, collective heating or even insurance. The co-owners approve each year the expenses in the assembly, these are then updated according to the actual expenses, then divided between the co-owners.

One of the explanations of the increase in charges lies in the fact that buildings are engaged in contracts with their providers. These contracts include automatic increase clauses, based on indices often linked to the building sector. However, these clues have increased a lot in recent months, among other things due to the increase in raw materials. In total, the construction cost index, for example, increased by 8.30 % in 2022, after having increased by 6.59 % in 2021.

The cost of energy will also have a strong impact, particularly for buildings with collective heating. Admittedly, the government has planned a pricing shield which should limit increases to 15 % for gas and electricity, but “the system is done in such a way that the buildings advance the treasury and are then reimbursed”, specifies Mr. Safar . In addition, the complex administrative procedures necessary to benefit from the shield and confused calculation methods will undoubtedly leave aside a part of the co -owners.

a drift for a few years

Independently of this situation, it has been several years since consumer and defense associations of co -owners alert on the increase in charges, which they qualify as drift. The observatory of the association of condominium managers (ARC), whose data refers to the year 2021, because it is too early to have elements out of 2022, indicates that the charges increased by 3.9 % between 2020 and 2021, twice as much as inflation over the same period.

The price of current expenses per square meter living from 43.70 euros to 45.40 euros. The observatory indicates that the rate of 3.9 % is clearly increasing since the previous year, a drop in load of 2 % had been recorded due to a mild winter allowing heating savings. The National Real Estate Federation (FNAIM) of Greater Paris, which also holds an observatory in its geographic sector, estimates that the increase in charges in the condominiums of Greater Paris would have even been 6.9 % in 2021 .
