The Ministry of Digital Development of the Russian Federation is considering implementing new conditions for extending the accreditation of large IT companies starting in 2025. The head of the department, Maksut Shadaev, shared plans to require companies to allocate 5% of the amount saved through tax benefits to support specialized universities.
During a press trip to “Yandex. Education,” Shadaev provided more details about the proposed initiative. He mentioned that the requirement would apply to companies with a turnover above a certain threshold, with the funds aimed at enhancing the quality of IT training.
Shadaev emphasized that the support would not only be financial but would also focus on personnel matters. He stated, “First of all, we are concerned about personnel – those specialists who can be sent by large IT companies to universities to enhance the quality of training and collaborate on developing new educational programs.” The head of the Ministry of Civil Academy of Sciences of the Russian Federation added that all aspects of the plan were being actively discussed with industry representatives.
The final details of the proposed changes are expected to be finalized between September and October. Compliance with these new conditions will be a prerequisite for the extension of accreditation for IT companies from 2025 onwards.
Shadaev justified the need for this measure by saying, “Our position is unconventional. We have always advocated for more benefits for the IT industry. However, we now realize that without the support of companies, we cannot ensure the necessary quality of specialists graduating from higher educational institutions.”
Previously, the minister mentioned that the largest tech companies are already collaborating with leading IT departments in the country, establishing departments and participating in student training. Nevertheless, this cooperation is limited to only 5-7 universities. The Ministry’s aim is to expand this practice to all universities in Russia, Shadaev mentioned.
