China Launches Satellite System for Internet Censorship

Chinese government has recently unveiled a new set of rules for satellite broadband Internet, with a strong emphasis on national security and censorship. The project aims to regulate the provision of satellite services and the use of equipment that supports direct connection to satellites in China.

The rules specifically target the content of information that can be disseminated using terminal equipment directly connected to satellites. It is prohibited to spread information that undermines confidence in the government or socialist system, threatens national security, promotes terrorism, extremism, violence, or pornography, sows interethnic discord, or spreads false information prohibited by law.

Additionally, the draft rules impose obligations on satellite services operators to adhere to national security and network security requirements, prevent illegal actions, and operate in compliance with China’s cybersecurity, data protection, and personal information laws. Manufacturers and equipment suppliers are also required to ensure the safety of devices and cooperate with authorities to prevent illegal activities.

The regulations cover various types of terminal equipment, including portable and stationary civilian devices, as well as terminals on vehicles such as aircraft, ships, and cars. Any device that facilitates access to satellite communication systems for voice calls, text messages, or data transmission falls under the rules.

Furthermore, companies providing direct satellite connection services must obtain the necessary licenses and approval from authorities. They are mandated to have their infrastructure, such as ground stations and data processing systems, located within China and must not transfer data to foreign satellite stations without permission.

The project also promotes the use of satellite services to enhance communication in remote areas, respond to emergencies, and assist during natural disasters. It emphasizes the importance of implementing standards and regulatory mechanisms to ensure the reliability and security of satellite services in the country.
