Kaliningrad Programmer Faces Charges for Creating Harmful Software |

Kaliningrad law enforcement agencies have transferred a criminal case against programmer Mikhail Matveev, who is accused of developing harmful software. The US FBI has offered a reward of $10 million for information on Matveev. An investigation revealed that in January 2024, Matveev created a program meant to encrypt files and data without user consent. The program was reportedly designed to target commercial organizations, encrypting their data in order to extort decryption fees. The Ministry of Internal Affairs confirmed that the evidence collected against Matveev has led to the signing of an indictment, which has been sent to the Central District Court of Kaliningrad for trial. According to RIA Novosti, Matveev has been identified as a member of hacker groups involved in ransomware attacks on large companies. These attacks involved blocking access to systems using malware, followed by demands for ransom to regain access. Matveev has been charged under part 1 of Article 273 of the Criminal Code of the Russian Federation, which holds individuals accountable for creating programs aimed at unauthorized destruction, modification, or blocking of computer information. |
