In California, a new law implemented at the beginning of 2025 prohibits the possession and dissemination of child sexual abuse material (CSAM) generated using artificial intelligence. Renowned 49-year-old cartoonist Darrin Bell , a Pulitzer Prize laureate, is among the first individuals to face charges under this legislation. He stands accused of sharing pornographic content produced with the use of AI technology.
The law, which can be viewed here , deems CSAM as harmful even in instances where it may not feature actual victims. The creators argue that such material could lead children to form misguided views on adult-child sexual relationships. Special emphasis is placed on AI-generated content due to the potential use of data containing images of real victims, further exacerbating the harm caused.
The investigation was prompted by a tip from the National Center for Missing and Exploited Children, leading the Sacramento Valley Internet Crimes Against Children (ICAC) team to uncover 18 CSAM files online. Subsequent efforts identified 134 videos linked to Bell’s account. A search of his residence revealed materials falling within the scope of the new law, along with evidence suggesting their creation via AI technology.
Darrin Bell is recognized for his provocative editorial cartoons addressing social and political issues. His 2019 Pulitzer Prize-winning work shed light on marginalized communities and political double standards. Currently, Bell is in custody on a $1 million bail as the legal proceedings continue.
