Emergency Button Launches on Public Services

The Ministry of Construction of Russia has shown its support for Deputy Chairman of the State Duma Committee on Control Dmitry Gusev’s proposal to add state-owned emergency services to the Unified Portal of the State Services. Deputy Minister of Digital Development, Communications and Mass Communications Sergey Tsvetkov confirmed this stance in a letter to the deputy on January 15.

Additionally, Minzifra highlighted previous collaborations with the Kursk region authorities and the “Analytical Center under the Government of the Russian Federation” to test services for citizens during emergency situations. These services included tools for locating missing individuals, requesting humanitarian aid, and facilitating evacuation. This initiative has now become part of a larger project aimed at establishing a standardized solution for coordinating emergency actions across regions.

In his letter, Tsvetkov expressed the ministry’s conceptual support for the deputy’s initiative and suggested developing standard solutions for regions through the Public Service platform. However, he noted that the modernization of information systems within departments responsible for emergency response, such as the Ministry of Emergencies, the Ministry of Internal Affairs, the FSB, Russian Guard, and the Ministry of Health, would be necessary. Furthermore, specific algorithms will need to be developed for each department to handle signals received through the new system.

Dmitry Gusev first proposed the addition of a “help button” on March 29, 2024, emphasizing the portal’s potential to assist with various tasks, from obtaining documents to accessing medical care or participating in elections. Gusev suggested placing the button prominently on the website and within the mobile application, functioning similar to the emergency number 112 by directly connecting users with emergency services.

On the same day, January 15, 2025, Roskomnadzor announced its willingness to explore the possibility of verifying buyers’ identities on online marketplaces through the “State Services”. Senator Artem Sheikin initiated this proposal, citing concerns about the potential negative impact of adult category product advertisements on children’s mental well-being.
