Government discusses the possibility of recognizing the use of deepfakes with an aggravating circumstance in the commission of crimes. Minister of Digital Development Maksut Shadaev mentioned this during the plenary session of the forum “Cybersecurity in Finance”.
Shadaev explained that discussions on this matter are ongoing with law enforcement representatives and the measure seems justified due to the potential use of deepfake technologies by criminals. He emphasized the need to develop applications that can identify deepfakes in real-time to combat such threats.
Furthermore, the minister stated that a ban on spam calls could be implemented as early as this summer. This measure is part of a bill aimed at fighting telephone and internet fraud developed by the government and presented to the State Duma. Shadaev clarified that all outgoing calls from organizations and incoming calls to subscribers will be monitored within this initiative.
Shadaev also addressed a bill proposed to the State Duma regarding maintaining a database of biometric data for scammers. He mentioned that the system for operational-search activities currently captures voice data, allowing for the collection of biometric samples of scammers. In the future, this data could potentially be shared with communication operators to develop algorithms for blocking fraudulent activities. However, the minister cautioned that criminals might utilize artificial intelligence to alter their voices, posing a challenge in combatting such activities.
