The Government of the Russian Federation has announced the extension of a preferential mortgage program for IT specialists until 2030. This decision was made in order to maintain and develop personnel potential in the field of information technology, as stated by the Cabinet.
Prime Minister Mikhail Mishustin emphasized that creating comfortable working conditions for IT specialists is a top priority for the state.
Starting in August of this year, the extended program will offer mortgages at a rate of up to 6% per annum, with a maximum loan amount of up to 9 million rubles. Additionally, in certain cases, the rate can be further reduced through regional and banking programs.
In order to qualify for the preferential mortgage, IT specialists must have a minimum level of income. In cities with a high cost of living, such as Moscow and St. Petersburg, the minimum salary before tax deductions should be at least 150 thousand rubles, while in other regions it should be at least 90 thousand rubles per month.
The updated program aims to retain qualified IT specialists in regional areas, and therefore will not be applicable in Moscow and St. Petersburg. The goal is to maintain the IT potential of various regions across Russia, with an estimated 82 thousand regional specialists being able to benefit from the program by 2030.
Initiated by the president in 2022, the progressive mortgage program for IT specialists has seen significant success. More than 75 thousand mortgage loans were issued, totaling 700 billion rubles, ahead of schedule.
In 2024, the government plans to allocate over 39 billion rubles to support IT specialists under the updated program conditions and to maintain previously issued loans. Over 23 billion rubles will be allocated in the third quarter alone, improving housing conditions for around 2.5 thousand IT specialists.
By the end of 2024, approximately 4.5 thousand mortgage loans will be issued under the new conditions. The preferential mortgage can be used to purchase housing in the primary market, including under construction or finished properties, as well as for individual housing construction.
The program is open to IT specialists aged 18 to 50 who work in accredited IT companies matching the criteria for tax benefits. Over 50 credit organizations are able to issue loans under the program, and a full list can be found on the program operator’s website, Dom.rf.
