The system made it possible to collect around ten million euros, according to a statement from public finances. After its generalization for swimming pools, “this new tool” could also detect “other forms of undeclared buildings”.
The Directorate General of Public Finances announced, Monday August 29, that its device for detecting swimming pools not declared by artificial intelligence had raised around ten million euros and that it was going to be generalized to all France.
“Generalization will be done gradually on all the departments in France from September”, she said, confirming information from the newspaper Le Parisien.
The system, called “innovative land” and developed in partnership with the Capgemini consulting firm and the American digital giant Google, makes it possible to detect constructions or arrangements on aerial images and to check if they have been declared and are properly imposed.
more than 20,000 unorganized swimming pools in nine departments
He had been experienced since last year on nine departments (Alpes-Maritimes, Var, Bouches-du-Rhône, Ardèche, Rhône, Haute-Savoie, Morbihan, Maine-et-Loire and Vendée) to detect non-swimming pools Declared and found more than 20,000, according to a statement from public finances. “This represents almost ten million euros in additional revenue for the municipalities concerned for the year 2022 alone,” said the Directorate General of Public Finances (DGFIP).
Of these ten million euros, 5.7 million were collected to rectify the lack of taxation in previous years and 4.1 million for the 2022 property tax, which constitutes a “lasting” resource For the municipalities, according to the DGFIP.
She believes that “local direct tax gains should reach almost 40 million euros in 2023”, once the system is generalized. “These new resources, which will be partly recurrent for local communities, make it possible to ensure profitability of the project from its second year of deployment,” she said, while its cost is estimated at 24 million euros On 2021-2023.
Detection of other forms of building in the future
Piscines, whether buried or above ground, must be declared as any construction which increases the rental value of a property, from the moment they cannot be moved without demolishing them. They are taken into account in the housing tax and the property tax.
After the generalization of the device for swimming pools, the DGFIP ultimately plans to “optimize this new tool” to detect “other forms of undeclared buildings”, such as dependencies, verandas or large garden shelters , for example, she added.
In September, the Bouches-du-Rhône Public CG-Finances union had expressed its “concern” vis-à-vis the project, believing that it allowed to “save” and avoid recruiting agents in a context of continuous decrease in DGFIP staff for several years.
