SMS sent by automatic platforms for commercial purposes or for notifications, such as those legally Doing Doctolib or Uber, will have to start with a 09. This also applies to telephone calls. In parallel, short SMS, five -digit, created specially for this type of professional services will continue to exist. In recent years, SMS sending platforms favored numbers in 06 and 07, because they are cheaper than five-digit. The A2C, the association which brings together mobile marketing companies, says that “the main reason for these fraudulent techniques is due to the price differential, from simple to triple”, between a SMS sent by a number in 06 or 07 and an SMS five -digit.
Avoid a shortage of numbers
“The 06 and 07 are confidence numbers which must only be used for interpersonal uses. This plan will clarify things,” insists Laure de la Raudière, the president of the Arcep. He must also complicate the life of fraudsters, she hopes. Some numbers in 06 and 07, as well as those using geographic indicatives (01, 02, 03, 04 and 05) will be able to continue to serve for canvassing but they will have to be authenticated by telecom operators. “This cannot solve all situations, but it will limit the risks of usurpation of numbers by fraudsters and will make it easier to go up to them,” added the president of the Arcep. This numbering plan also aims to avoid a shortage of numbers in 06 and 07 in the coming years. In metropolitan France, the allocation rate of mobile numbers already borders on 90 %, which leaves only a few tens of millions of 06 and 07 available.
Some major SMS sender fear that the recipients of their messages no longer watch SMS if they are sent by a beginner number by 09. Little worried, the arcep is convinced that they will find a way to keep a link Confidence with recipients, even with this new device. The French market for professional SMS generates around 11 billion euros in turnover each year, including 60 % for notifications (appointment recall, package delivery, etc.) and 40 % for purely commercial operations.
