The incest commission, which will take stock of the testimonies it has collected for a year on Wednesday, September 21, intends to take advantage of the budgetary debate to request several measures from the public authorities, in particular the reimbursement of the psychological care of the victims.
“The debates on the vote of the 2023 budget will open, it’s time to highlight five of our recommendations”, explains in an interview with Sunday Journal Judge Edouard Durand, co -chair of the independent commission on incest and sexual violence against children (CIIVISE). “What costs the company, in financial terms but also in terms of justice and social ties, is the impunity of aggressors,” he said.
To start, “all professionals in contact with children must be trained. They are the starting point for the protection chain”, details Judge Durand. A measure which must be accompanied by the creation of a “multidisciplinary support cell” to these professionals, who will “provide them with a coherent response” because “the exposure to the suffering of others can generate intense stress, even trauma” .
noting that “these violence has somatic, mental impacts, on social and intimate life, throughout life”, the co -chairman of the civilian believes that it is necessary to dispense everywhere “specialized care in psychotrauma”. “We want to build a care path supported by the State,” he insists.
“counter the message of the attackers”
The fourth measure consists in strengthening the means of combating cybercrime. According to Edouard Durand, there is only a specialized investigator in France in France for 2.2 million people, against one per 100,000 inhabitants in the Netherlands and one for 200,000 in Great Britain “.
Finally, civilian people want a national information campaign to be launched. “There has not been any for twenty years!”, Indignments Judge Durand. “It is important to repeat that these violence is contrary to the law, in order to counter the message of the aggressor who imposes silence on his victim by saying” all dads do this “”, he notes.
The CiIvise will publish a report on Wednesday of recommendations, one year after his first call for testimonies of victims of incest and sexual violence during childhood. Since September 21, 2021, she has collected 16,414, said Judge Durand.
