Speaking before the prefects gathered at the Elysée, the Head of State detailed, Thursday, September 15, the major projects of his policy in the difficult economic and social context of the start of the school year. “A bill relating to asylum, therefore to immigration in the Republic, will be tabled in early 2023”, he announced in particular.

He assured that the government would present this text quickly in the face of an absurd “[current] policy” in matters of asylum, according to him, which is both “ineffective and inhuman” and which “consists in putting women And men who arrive, who are in the greatest misery “in the poorest districts.

The Minister of the Interior, Gérald Darmanin, announced at the end of July the presentation of an immigration bill in the fall, before finally postponing the deadline in early August by announcing that First of all for consultations to his ministry then a “great debate” in the parliament in October on the subject. 2>

pension reform in a spirit of “social consultation”

On another part, Emmanuel Macron also said before the prefects that the government was going to lead the pension reform, “which is imposed” according to him, “by social consultation and by looking for compromises, but with a Objective which is to rebalance the accounts of our pension system but also to create more wealth to be able to finance our social model “.

He did not give details on the method and the calendar, while some members of the majority want this reform to be adopted this fall within the framework of the social security budget bill ( PLFSS) for 2023, despite a strong opposition from unions and the left, and part of his camp.

The PLFSS must be presented in the Council of Ministers on September 26, before being debated in committee in the National Assembly then from October 20 in the hemicycle at first reading.

Emmanuel Macron had committed himself during the presidential campaign to “shift the legal age of departure up to 65 years”, against 62 years currently, at the rate of “four months per year” until the “middle of the years 2030 “. There is no longer any question of such a postponement, but possibly an extension of the contribution duration.

Before the prefects, the president also reaffirmed that France had “no room for maneuver” budgetary, due to the impossibility of increasing the public deficit and increasing taxes. “The only way to finance all these policies is to create more wealth and therefore”, according to him, “the heart of politics (…) is work”.
