Purchasing power: In National Assembly, deputies adopt bill in pain

“It’s contempt, it’s a shame!” The president of the communist group at the National Assembly, André Chassaigne, is exasperated. It is 2:10 a.m. Wednesday, July 27, at the Palais-Bourbon, the deputy for Puy-de-Dôme advances to the Minister of the Economy, Bruno Le Maire, seated in the front of a hemicycle crowded for the end of the examination of the connective budget for 2022 funding government measures in favor of purchasing power. In its wake, it is the set of elected officials of the new Ecological and Social People’s Popular Union (Nuts) and the National Rally (RN) that fulminate.

The object of their wrath: the announcement of the Mayor, a few minutes before the final election, of a second deliberation on an amendment adopted in the early evening concerning the revaluation of retirement pensions. A measure adopted against the government’s advice, at the cost estimated at 500 million euros.

Until now without a hitch, the session has changed. A dozen reminders of the rules, six session suspensions in less than an hour … By starting this fourth day of public session, the parliamentary groups had granted themselves to complete the examination of this text in the night which must allow Athoring the effects of inflation and the consequences of war in Ukraine.

The situation quickly degenerated. So much so that the 80 elected officials of the National Rally (RN) decide to go for a few moments before the vote of the amending finance bill (PLFR), leaving a whole section of the empty hemicycle. Protest scenes that illustrate the difficulties encountered by the presidential camp during these debates. Finally, the text is adopted at 3:45 am with 293 votes for, 146 against and 16 abstentions. “You play with the nerves of the population,” accused the co -president of the ecological group, Julien Bayou, calling the government and the majority of “measuring the impact in the opinion of [their] procrastination”.

Everything started from an amendment by the centrist deputy of the Marne, Charles de Courson (freedoms, independents, overseas and territories), adopted against the advice of the government … and its author. By his proposal, Mr. de Courson intended to alert the government to the level of retirement pensions, believing that these should be revalued at the actual level of inflation, or 5.5 % for 2022, against 5.1 % offered by the government. The deputy finally decided to withdraw his amendment. However, at the same time, the RN and the environmentalists obtain a public ballot on its proposal. By 186 votes against 181, the amendment was adopted with the voices of the NUPS, the RN and nine LR deputies, causing an explosion of joy.
