The amendment to allocate 120 million euros to the departments to compensate for the increase in the RSA was voted by an alliance between the Nuts, LR, the RN and, it is unprecedented, the Horizons group. The debates, stormy at the end of the session on Saturday, will resume on Monday.
Despite the opposition of Renaissance deputies (ex-LRM), the National Assembly decided on Saturday July 23 in the evening to allocate 120 million euros to the departments which pay the RSA in 2022, to fully compensate for the increase of 4 % of this service scheduled by the State.
An amendment in this sense to the project of budget rectified for 2022 was adopted by 125 votes against 98, by the conjunction of favorable votes of the left, RN, LR but also – for the first time – deputies of the deputies of Horizons group allied with the majority. The 13 deputies present of this group, founded under the leadership of former Prime Minister Edouard Philippe, if they had voted against, would not have reversed the ballot.

The disputed amendment, initially carried by the independent group Liot, had already been adopted in committee ten days ago, with another amendment to 1.1 billion euros, so that the State compensates for communities L ‘General increase of 3.5 % for civil servants from 1 er July. Four majority deputies abstained, including Sacha Houlié and Caroline January, who had defended the principle of this tax. One of their colleague from horizons voted for. The Minister of Economy criticized the principle of this tax: of “ideological emphasis”, according to him. The left alliance Nutpes deplored this refusal, citing the cases of Spain, Great Britain or Italy which have adopted exceptional taxes on “superprofits”.
