Less than two weeks after the President of the Republic of conclusions of the States General of Justice to the President, Eric Dupond-Moretti undertook a first cycle of consultations. The Minister of Justice received, from Wednesday 20 to Friday July 22, all that justice has as representatives, from the Conference of Prosecutors General to the unions of prison supervisors via the Higher Council of the Magistracy or the National Council of bars. He will continue, Monday, July 25, this lap by a meeting with representatives of the internal security forces and their minister, Gérald Darmanin.

A first hoard came to disturb this preparatory phase to the action plan for justice that Mr. Dupond-Moretti intends to stop in the fall, in particular with a view to the Programming Law promised by the Prime Minister, Elisabeth Borne, July 6, before Parliament. The two main magistrates unions refused to respond to the invitation from the Keeper of the Seals. The hidden war waged by the union union of magistrates (USM) and the magistracy union (SM) against the Minister, charged since July 2021 following their complaint, is therefore not finished.

“The Minister strongly regrets this absence, given the importance of subjects on the table. His door is still open,” said those around him. “The attitude of the USM and SM is a shame, they weaken when the issues are considerable. We must move on,” said a high magistrate, having participated in one of these meetings, despite the Little sympathy he feels for Mr. Dupond-Moretti.

“We have laid conditions to see the minister, they are not fulfilled and he wants to impose his agenda without any consideration for our requests,” said Céline Parisot, president of the USM. “We were expecting commitments on recruitments and the revaluation of remuneration,” said Aurélien Martini, one of the national officials of the majority union. He says he is “surprised” that the minister is not entitled “to this accessible and symbolic prerequisite”. However, Emmanuel Macron has included in his 2022 electoral program the creation of 8,500 positions in justice during his second five -year term, while the need for an increase in the treatments of magistrates and clerks was highlighted in the report of General States.

For her part, the president of the SM, Kim Reuflet, explains to refuse a bilateral meeting with Mr. Dupond-Moretti “in order to preserve the place of each in the current criminal procedure which opposes us”. The union asked to meet the director of his cabinet instead, Jean-Denis Combrexelle, and the other members of the cabinet, “because we are not satisfied with a blocking situation”. “In the same way that the Minister does not have to choose his union interlocutors, the unions cannot choose their interlocutors within the ministry,” replied Mr. Comberxelle in an email addressed to the union.
