National Assembly unanimously adopts deconjugalization of disabled adult allowance

This measure, voted Thursday as part of the bill on purchasing power, was demanded for a long time by opposition. The amount of this aid has so far been calculated according to the home income.

Rare moment of concord to the National Assembly. It is midnight and a half, Thursday, July 21 and the deputies have just adopted the deconjugalization of the disabled adult allowance (AAH). Of the 577 deputies, 428 were present in the hemicycle to greet a “historic moment” and the vote of a “measure of justice”. A unanimous vote celebrated under applause.

This deconjugalization had thus been brought six times by oppositions in law proposals during the first five -year term of Emmanuel Macron. But they had been systematically rejected by deputies of the majority who judged this measurement inequitable, because they benefit without distinction to modest and the most wealthy. The Macron candidate, however, promised during the presidential campaign to “move” on this issue. During her declaration of general policy, the Prime Minister, Elisabeth Borne, had taken over this measure. “My government will reform, with you, with associations, the allocation to disabled adults”, before clarifying: “we will start from the principle of deconjugalization.”

“co -constructed solution”

By accepting the principle of this provision, integrated into the bill on purchasing power, the presidential majority intended to demonstrate that it could negotiate with the oppositions and to store, in part, behind their proposals. “We have had intense, harsh debates, divergences, it is true, but today we can and we want to move towards a collectively co -constructed solution,” welcomed the rapporteur of the bill on the power of Purchase, the Renaissance deputy, Charlotte Parmentier-Lecocq.

Lawyer of this reform under the first five -year term of Emmanuel Macron, the LR of the Lot deputy, Aurélien Pradié, was delighted with “this message of dignity”: “If we are here in this assembly, it is for Defending concepts, a political ideology but if we are here, it is also to change the lives of our fellow citizens. “” We fight hard during the campaigns, we fight harshly in the assemblies. And then, there are Moments when we are able to meet to allow deconjugalization, “said the president of the National Rally, Marine Le Pen.

In the amount of 904 euros monthly, the AAH aims to allow people with disabilities to obtain “a minimum of resources” when they are unable to work. However, its amount is so far calculated according to the number of tax shares of the household, making it depend 270,000 people in a couple – on the 1.2 million who affect the AAH – of their spouse’s income. “A democratic anomaly”, had denounced a few minutes before the vote the president of the ecological group, Julien Bayou: “It is a hypocritical measure which aims at autonomy, but because of the threshold and calculation on the level of the spouse, Some people cannot contribute to the home income and must turn to their spouse for all expenses in daily life. “
