The final indictment rendered by the Paris prosecutor’s office on July 18, to which Le Monde had access, offers a dive into the Republic of industrial advantages, rendered services and compromises. That of the former prefect Alain Gardère, 65 years old today, passed through the highest office of the State under the presidencies Sarkozy and Hollande, and for which justice requires the referral to court, alongside fifteen other people , for acts of “corruption”, “embezzlement of public funds” or even “illegal taking of interests”.
For more than seven years, investigators analyzed his lifestyle, listened to his telephone conversations, questioned his professional relations when he was a prefect for the security of airports, between 2012 and 2014, then director of the National Council of Private security activities (CNAPS), from 2015 to 2016. The whole paints a portrait of a man who has continued to take advantage of his functions to maintain a well -understood network of interest, against a background of police camaraderie and Masonic fraternity, by rendering services to each other, without ever forgetting to benefit from it. Alain Gardère recommends so and so, informs those in which he is close to the upcoming opening of a market, and connects each other so that they do business. In return, many are attentive, even grateful.
Examples are legion. In 2015, for example, the prefect, then at the head of the CNAPS, traded with Jean-François Rosso, manager of a security company working in particular for the LVMH group. Requests for services are followed by counterparts. Bernard Arnault would need an exemption from access to Le Bourget Airport without control for trips outside the Schengen zone. “I will see how to help you and give you the right contact,” replies the former prefect for the safety of airports.
“significant value gifts”
He, for his part, would need to reserve a car in Figari, Corsica, where Mr. Rosso is well introduced. He would also like to go to dine at the Le Jules Verne gourmet restaurant in Paris, for his birthday. “We will try to find you a nice thing, I try to make you the Jules Verne with a a little welcome … Really top with my cousin, I take care of that …”, replies Mr. Rosso, who will even settle the addition through the account of his company. Recognizing, Mr. Gardère later informed him that the CEO of a company in the luxury sector is looking for a service provider in security: “It would be good for you to see it,” he said, taking advantage of the occasion for Ask Mr. Rosso to find an internship for a friend’s daughter. “Send me, send, send, the Dircom of Moët Hennessy, I have it in Pogne, sends.”
