At the end of May, the European Court of Auditors rendered its report on the assessment of the multi-year budget 2014-2020 of the European Union climatic expenditure. It was a question of analyzing the expenses made and of verifying whether they had respected the objectives and the mandate set by the European Parliament and the Council. As it was to be feared, there is a gap between declarations of intention and reality: the 20 % of expenses promised to the climate are not affected … and by far. Only 13 % of expenses can be awarded to shares in this area.
However, as of 2011, the European Commission had announced its desire to set up this objective. In the process, the European Parliament and the Council – which represents the Member States – did the same: at least 20 % of climate spending had to be held in the 2014-2020 budget.
However, at least 72 billion euros are missing. As often, faced with inertia, you have to fight not only to develop the objectives, but then you have to fight even more so that they are achieved. European technostructure is indifferent to climate change, but it does not like the change of its habits …
Environmentalists have alerted for years to the failures of the commission’s calculations, responsible for executing the Union budget. And for good reason, we know that the common agricultural policy (CAP) – the first post of Union expenditure -, which should be the instrument at the heart of the ecological transition, does not respond to these issues. How to claim to revise the Union budget to make it more ecological when the main expenditure line remains immutable? The report of the Court of Auditors confirms this: 80 % of this undeled budget should have been to make the agricultural sector more green.
Sacrify the future of the planet
The European Union’s non-compliance with its climatic budgetary objectives is a triple breach. It is first of all a democratic crime. Not sincerely executing a budget whose objectives were clear and democratically decided is an unforgivable fault which should revolt European citizens, failing to move the institutions concerned. It is then, of course, a crime against the climate. While all the indicators are red and saw scarlet, persist on the chaos path, it is both to despise the present and to sacrifice the future of the planet.
