The deputy of Seine-Saint-Denis will begin his mandate with the debates on the bill relating to purchasing power. He says he does not wish to “block to block”, while attentive: “I will use all my prerogatives.”
“A showdown, no, debates, yes.” Elected Thursday, June 30, as president of the finance committee of the National Assembly, the deputy (La France Insoumise, LFI) Eric Coquerel becomes the symbol of the breakthrough of the new popular, ecological and social union (Nuts) in the hemicycle in the face of the government coalition, deprived of an absolute majority since the legislative election of June 19. A position as prestigious as it is strategic, from which this relative of Jean-Luc Mélenchon intends to modify the practices of the commission, while polishing an image of respectability.
“The finance committee has a role of elaboration of laws, but above all budget control. I will use all my prerogatives, which allow me not to go and flush this or that political opponent, but to control that we do not go from optimization to tax evasion, “said the deputy of Seine-Saint-Denis on Thursday afternoon. The possibility which now falls to request the lifting of fiscal secrecy for an individual or a company had given cold sweats to the majority and to the right in recent days.
Same voluntarism on the agenda and the themes addressed. “During the past five years, the government has often led drums beating things decided with a push button by the Elysée. I will ensure that the Assembly has time to legislate, debate and decide,” explains M . Coquerel, which plans to weigh on the choices of themes of the commissions of inquiry, missions or various reports. He thus plans to invite trade unionists or widen the spectrum of auditioned personalities, such as the former anti -corruption magistrate Eva Joly. “We hope to have more access to the resources of the Commission (administrators …) and be sources of proposal”, abounds the socialist deputy Christine Pirès-Beaune.
Another indispensable change, according to Mr. Coquerel: modify the way in which article 40 of the Constitution is applied, which notably dismisses any amendment resulting in an increase in budgetary charges if it is not pledged by revenues. “I will take care to have a more generous vision of amendments,” insists Mr. Coquerel, who deplores the strict use that was made during the previous mandate. A resolution which he should quickly implement since he will have, as early as mid-July, the task of organizing the debates on the bill purchasing power, on which the oppositions are already fighting to pass their proposals.
