This is one of the topics that invited in the campaign, thanks to the revelations of Victor Castanet’s book-survey, the graves (Fayard, 400 p., 22.90 euros). How to reform the functioning of EHPAD, and more broadly, how to treat the issue of dependent seniors? Asked about the measures to be taken so that “do not reproduce” from the situations of abuse such as those found in the ORPEA group, Emmanuel Macron and Marine Le Pen both be underlined, Wednesday, April 20, during the debate of -Teux-tricks of the presidential election, the consensual need to “develop controls”.

Beyond, the employee tone was not the same concerning commercial EHPADs. Mr. Macron believes that it should not “do not throw the opprobrium on a private system”, on behalf of the drifts of some. M me Le Pen tacked more front to those “who make money on the back of residents with prices that are sometimes just ashamed”. Without intention posted, as far as the commercial sector, it says he wants to develop “a mutual model”, in clear non-profit private institutions. They today represent a quarter of the park, and many are concentrated in eastern France.

The two candidates, on the other hand, agree on the need to strengthen staff. “A minimum number of staff must be imposed with respect to the number of residents”, ensures M me Le Pen. She asks for EHPAD to all have a doctor coordinating. Currently, only 30% of institutions have them. It promises to impose the presence of a nurse 24 hours a day, that is to say to develop the night watch. What the government has begun to do at the end of the quinquennium. But quite timidly.

Macron wants to help at home maintenance

m. Macron also insisted on the workforce. He recalled his commitment to create 50,000 nursing posts and caregivers on the five-year fifth. By adding the 10,000 hirings already planned between 2022 and 2024, its campaign team calculates that 60,000 positions would be created by 2027, nearly 8,000 per year – which represents near an additional position by An year for each of the 7,500 EHPAD. Total cost, according to his team: 2.7 billion euros over six years.

m. Macron distinguished himself, during the debate, by his willingness to help at home. A device, baptized “my prime adapt” will be created, he recalled, if it is re-elected. It must make it possible to develop the accommodations to age at home. Work that can be supported up to 70% of the amount, it promises in its program. Another measure-flagship: the increase in working time of home life auxiliaries to enable them to have “a full salary” by working “thirty-five hours” rather than part-time. Social security, via the fifth branch, must finance this surplus hours per week. The measure is estimated at 1.5 million euros a year by its campaign team.
