In Paris, it must have been “the yard of the decade”. A real dream for promoters. Six huge tours of offices, hotels, housing, a swimming pool, a school … The new Bercy-Charenton neighborhood project will see the light of day. But in any other configuration than that voted in 2018 by the elected representatives of Paris. There are ultimately twice as many green spaces, and two times fewer offices as housing, Emmanuel Gregory announced, the first deputy Mayor, Anne Hidalgo, Thursday, April 21. The main urban planning project of the capital is reviewed from A to Z.

The challenge goes beyond the future of these 80 hectares located in the 12 e arrondissement, stuck between the A4, a monstrous exchanger, the railways, and prolonged by an area of 12 hectares. , in full redevelopment, too, in the municipality of Charenton, on the other side of the device. The file must serve as a “demonstrator” for the next major Parisian shipyards, “said Emmanuel Grégoire. It will constitute a first application of the new development rules that must be engraved in the marble of the local urban plan “bioclimatic” by 2024.

In the debate on the initial project, in 2018, the walls of the City Hall had trembled. The right and environmentalists had violently challenged a new “densification” of Paris, and judged anachronistic the construction of towers climbing up to 180 meters. The plan had only been adopted by 5 votes … before being quickly questioned. During the negotiations between the two rounds of the municipal of 2020, the environmentalists had laid the total reset of the project as one of the conditions of their rallying to Anne Hidalgo.

No turn

The blanks revealed by Emmanuel Grégoire constitute the fruit of this redesign. Ecologists got what they were aimed at: no tower, much less constructions, at least 45% of vegetated spaces, offices likely to be transformed into dwellings … “We leave on a good base,” rejoices. Emmanuelle Pierre-Marie, the mayor (EELV) of 12 e . Communist allies, whose housing is the priority, are less delighted: “We have agreed to significantly reduce living areas, but we will not go further”, warns their boss Nicolas Bonnet-Oulaldj. The right, she remains skeptical. “It still seems Hyperdense,” commented Valérie Montandon, “elected LR of the 12 e . Is it really compatible with the future plan of town plan? I doubt it.”

From the project designed by the British architect Richard Rogers, there is not much left. Exit the six skyscrapers that had to respond to the tower of 190 meters to erect Côté Charenton. The housing buildings will not exceed 50 meters, and the offices will be capped at 35 meters. The idea of a district on slab, too consuming carbon, has been abandoned. Full-ground will be maximum preserved, as well as railway heritage, including the old ramp merchandise station. Foncière Sogaris plans to install a logistics hotel of 17,000 m 2 directly connected to the rail.
