It will be the priority of diplomatic priorities, whatever the outcome of the presidential election, Sunday April 24: as well as Emmanuel Macron begins a second term or that an improbable transition takes shape at the Elysée for the benefit of Marine Le Pen, the war in Ukraine will continue to weigh on the French executive as soon as the vote passed, after having haunted the electoral debates. Two months after the start of the Russian invasion, the Donbass threatens to ignite and the siege of Marioupol does not end.

On the last day of the campaign, the outgoing president sought, Friday, April 22, to prepare the spirits for this new phase of the war, no less risky and uncertain than the first, despite the failure suffered by the Russian president, Vladimir Putin, in his attempt to conquer kyiv. While the subject was so far taboo, Emmanuel Macron recognized, in an interview with the daily Ouest-France, that France delivered to kyiv anti-tank missiles Milan and Caesar guns. It is a question of responding to calls for military aid launched relentlessly by the Ukrainian president, Volodymyr Zelensky, anxious to receive heavy weapons in order to amplify the resistance of his country in the face of the Russian invader.

The Elysée did not want to give any details on the quantities envisaged, while specifying that these materials were taken from the stocks of the French forces. A few dozen Milan have already been delivered, revealed Le Monde on March 9. The Caesar – of which the army only has 76 copies – should be deployed in Ukraine by the end of the month. Several tens of thousands of shells will accompany them. In the meantime, around forty Ukrainian soldiers were to arrive on Saturday April 23 in France to train in the handling of these 155 mm guns, with a range of 40 kilometers, mounted on truck.

The Confidence of the Head of State occurs a week after the French authorities began to lift the veil on their arms deliveries, when all the allies of Ukraine, starting with the United States , amplify their assistance in the perspective of great intensity fights in the Donbass. Since the start of hostilities, France has said that it has given 100 million euros in military equipment. An equivalent amount should be provided in the coming weeks. “I think we have to continue on this path. Always with a red line, which is not to enter the cobelligerance,” Macron told Ouest-France. A red line which, according to Paris, excludes the sending of fighter planes and tanks.
