WHO adopts a historic reform of its financing

The World Health Assembly has adopted a text providing to pass the part of the budget funded by the member states from 16 % to 50 % by 2028 in order to strengthen the leadership of the UN organization.

“This is a historic turning point,” said Tedros Adhanom Ghebreyesus, Managing Director of the World Health Organization (WHO). Tuesday, May 24, during the World Health Assembly, the member states of the UN Geneva agency adopted a reform of the fundamental organization. The part of the budget funded by the member states will drop from 16 % to 50 % by 2028, which should allow WHO to return to part of its independence. This reform was one of the five priorities Sketched by Dr. Tedros” for the world and for the WHO “on 24 January : Strengthen the role of WHO “at the heart of global health architecture”, so that it becomes “more efficient and efficient”.

It was indeed urgent that the member states regain hands on their budget. Since the mandate, between 1998 and 2003, of Gro Harlem Brundtland at the head of the WHO, the private funds have taken an increasingly important place in the financing of the agency. The former director is known for his call to “reach out to the private sector”, from her first world assembly. A gesture presented at the time as a necessity, the member states not giving enough money, but interpreted by many observers as a liberal turning point in WHO policy.

Result, only 16 % of the biennial financial year 2022-2023 is abundant by the compulsory contributions of the member states, set from year to year depending on the resources of each. They still remain an essential source of financing for the organization, in particular due to their predictability, since their amount is established every two years by the World Health Assembly. The reform will make it possible to raise the level of these contributions from 956.9 million to 2.2 billion dollars by 2028. A significant gain if we consider that the current total budget is only 6.1 billion dollars (around 5.7 billion euros). In comparison, that of public assistance-the Paris hôpitals (AP-HP) is 7.8 billion euros.

Most of the budget (84 %) comes from so -called “voluntary” contributions. The latter can come from states deciding to provide more money than their compulsory contributions only oblige them. The United Kingdom, in particular, provided 135 million voluntary contributions during the year 2020-2021, in addition to its compulsory contribution of 49 million, thus exceeding Chinese participation. This contribution supplement makes it possible to strengthen the game of influences within the organization.
