The Prime Minister himself trigger the response. It is finally Olivier Véran, Minister of Solidarities and Health, and Brigitte Bourguignon, Minister responsible for autonomy, who presented the replica of the Government, Tuesday, March 8, against the EHPAD “pumps in Fric”, according to the Expression of M me Bourguignon, about the group Orpea as portrayed in the book of Victor Castanet, the graduate (Fayard, 400 pages, 22.90 euros), published at the end of January.
The 1 Er February, M me Bourguignon had committed to take measures to detect and stop the drifts of ORPEA, under Mr. Castanet of “A cost reduction system up to the bone” to the detriment of the elderly. These practices were able to prosper because regional health agencies (Ars) and the departmental tutors of the EHPAD, have “bankrupt”, considers Mr Castanet, in their control missions.
The plan revealed Tuesday by the two ministers, who went to a public EHPAD in Fontenay-sous-Bois (Val-de-Marne), therefore intends to strengthen controls on all institutions, regardless of their status. While the Ministry of Health estimates that 10% of EHPAD are the subject of an ERA inspection each year, it launches a campaign aimed at “controlling the 7,500 Ehpad de France within two years”. The workforce of the ARS will be strengthened thanks to a hundred recruitments.
The executive also wants to increase the field of controls. “Accounts Inspection and Control Services,” says the Department, will now be able to “control the Accommodation Section” [Funded by Residents of Residents] “EHPAD sales. This right will be granted to the Court of Auditors and the Regional Accounts. Financial jurisdictions can only verify only public money revenue and expenditure, which does not allow them to detect any accounting passenger trays. On the other hand, the Department does not explicitly indicate that the ARS will have access to the accounts of the Accommodation section. However, commercial EHPOs will have to transmit more detailed accounting. Whatever it is, the strengthening of these controls requires a law. It will not be Set up before the next five-year.
greater transparency
“It is to a real transparency cure that we will submit the EHPAD,” also announced Tuesday, M me Bourguignon. The EHPAD will have to publish an array every year with ten indicators (frame rate, absenteeism, daily budget for meals, presence of a night nurse, a doctor coordinating …). An annual satisfaction survey must be made by each EHPAD and made public. Greater transparency will be required in contracts with residents to avoid abusive billing of telephone, internet or charges imputed after death. These obligations will be more frequently controlled by the Directorate-General for Competition, Consumption and Fraud Suppression.
