Ukrainian refugees: in France, “for moment, mobilization is greater than needs”

The influx is for the moment limited. People fleeing war privilege bordering countries and those with a major diaspora.

Since February 24, some 1.7 million Ukrainians have fled their country, according to the Office of the United Nations High Commissioner for Refugees, which believes that the bar of 2 million will soon be crossed. “This situation is becoming the biggest refugee crisis of the century in Europe”, warns the UN agency.

What part will take France? “We organize, and we will take care of those who join our soil to be protected,” said Emmanuel Macron. The country will be “at the rendezvous of solidarity,” also announced the Minister of the Interior, Gérald Darmanin. The government has written to local elected officials on February 28, to offer them to publicize the possible solutions and initiatives in their territories, in terms of management of Ukrainian displaced people.

France wants to show a sense of welcome. The activation of the European Temporary Protection Directive should also allow all Member States to issue provisional residence securities in an immediate way to all those who flee the war. Rest that few Ukrainians have, to date, joined the country. A majority of them are in Poland, but also in Hungary, Slovakia or Moldova. Like all population movements generated by conflicts, they are mainly deployed in neighboring countries. “The Ukrainians remain in the hope that the war will stop and do not wish to move away,” says Didier Leschi, director of the French office of immigration and integration.

4,000 Ukrainians arrived

While a “Ukraine Home” point has been opened since Thursday, March 3, in the Paris e to help Ukrainians, give them access to accommodation. If they need them, or support them in their administrative procedures, only 800 people presented it, estimated Monday, March 7, Mr. Leschi. “We are far from saturation,” confirms Thierry Le Roy, President of France land of asylum, who manages the place of welcome. The relatively small number is also explained by the fact that France does not welcome a particularly important Ukrainian diaspora. Officially, some 18,000 Ukrainians held a residence permit in France before the triggering of the war. And, every year for three years, around 500 Ukrainians get French nationality. As a comparison, “There are 236,000 Ukrainians in Italy – mostly women employed in personnel – 112,000 in Spain and 30,000 in Portugal,” Leschi List.
