The health crisis has made very concrete, in the eyes of opinion, the difficult condition of caregivers and provoked the great consultation called “Ségur of Health”. It has resulted in several decisions, including a salary revaluation of at least 180 euros net per month for non-physician public and non-profit care personnel.

The role – equally essential – social workers, who, take care of the most vulnerable, disabled, dependent people, and ensure the protection of childhood, did not enjoy this recognition and the profession Suffers, like that of caregiver, of disturbing disaffection: 15% to 30% of positions are vacant, 70% of employers face recruitment difficulties, register resignations and deplore an important turnover.

This is what the executive seems to be realized at his highest level since the Prime Minister, Jean Castex, accompanied by a dozen members of the government (starting by Olivier Véran, the Minister of Health and Solidarity, guardianship of social professionals), must preside over Friday, February 18, a conference of social and medical support trades. On this occasion, it should announce an immediate revaluation of wages, up to the one granted in December 2020 to the caregivers, or 183 euros net monthly.

A long and difficult negotiation

According to Matignon, these increases would concern 140,000 specialized educators, educators, social and family economics counselors, all employees of associative and public structures, and would come into effect from April, but would be paid in June . It will cost 540 million euros in 2022, then 720 million euros in full year, a dependent on two thirds by the State and third by the departments, employers of these professionals.

In passing, Mr. Castex would consider filling some faults of “segur of health”, in particular the remuneration of the 20,000 home aid employed by social centers, employees of maternal and child protection centers. , but also the 3,000 doctors coordinating hosting facility for dependent seniors, an additional overall expense of 140 million euros in full year, shared between state (55%) and departments (45%).

These measures are the result of a long and difficult negotiation between the State and the departments, represented by their Assembly, which leads François Sauvadet, President (IUD) of the Côte-d’Or Departmental Council. The discussions lasted until the front-day of this conference, itself repelled many times but which, in the tight electoral calendar, can hardly wait again.
